It's often used in the manner English speakers use "you too." As in "It was really nice to see you." "You too."

Generally it will actually mean "me too" or "same here". Here is a typical exchange:

ดีใจนะ ที่ได้พบคุณ

I'm glad to have met up with you.

เช่นกันครับ

Same here.

This is a fairly direct translation. Css's is less direct, but more colloquially correct.
