Can anyone understand why the Thai army continues to use these devices after they have been exposed as complete frauds?

Easy, it's all about saving face - the army doesn't want to appear as though it made the wrong decision and it doesn't really want anyone looking into any potential corruption angle on all of this (doubtless that commissions were paid) hence it's business as usual and everyone else is wrong as far as they're concerned.
