At the end of the day, anybody who has never actually paid in to the 'system' should be entitled to benefits from the 'foreign' country.

Fortunately, the SS system was not set up by bigots. Spouses are entitled to the spousal benefit even if they have never paid into the system. That includes foreign spouses, but with the additional requirement of the period of US residency already discussed.

Well, not to get into semantics.... Bottom line: US law does not forbid holding two (or more) citizenships.
