Seriously doubt you will find another ISP on a TOT line for less than 600 Baht/month as any ISP providing service over a TOT line must pay TOT a monthly commission/cut plus whatever the ISP needs to make a profit. TOT's 4MB package is 590 Baht/month and their 2MB package is 490 Baht/month (at least here in the Bangkok area) and this is probably the cheapest DSL you are going to find on a TOT line. And as you know, your monthly TOT phone line costs you another 100 Baht (plus 7 VAT)/month plus whatever calls you make.
