I am not opposed to bringing qualified people from anywhere to teach.  I have a hard time believing it really fits in with what they want to achieve, however, to have a lot of South Asian English Teachers. 

From my experience, some of the problems are:

4.  Poor support, poor materials etc.  Photocopies can be a hassle, books can be a problem etc.

5.  Poor benefits, inconsistencies etc.  Some schools will say they will give certain benefits and then just change their mind. 

In short, S.Asian people can be better controlled.  A lot of western teachers will walk/threaten to walk/create a problem.  A lot of S. Asian's won't

All true enough but there's more. The Ministry of Education has a *theory* about how it works and theory is better than practice in academia.

2. They have to have books for class. ALL students. Not just those whose parents paid early.

3.The books need to have more than 89 pages.

4. The Thai language needs equivalents for definite articles and prepositions.

5. They need public libraries. With books. That are open

6. They need science labs.

7. They need debating clubs.

8. They need new housing for the Thai teachers that is better than hovel level.

9.They need to double the teacher salaries of Thai teachers across the boards.

Now as to the problem of wholesale recruiting of native speakers, what they should do is contact all native speaking countries about a prisoner release program so that all those convicted of non-violent crimes like Enron, Tyco, General Re (Insurance), bank fraud can be sent here to perform community service and have a chip implanted or wear a braclet for tracking purposes.

The governments (NZ/Aus/UK/US/Canada) would then pay the Thai government to run the parole/probation program for their prisoners: Saving the senders money and enriching the Thai economy. If these FREE TEACHERS are considered too dangerous for children, they could be assigned teaching duties at each and every police station and every other ministry. 1st time offenders could be assigned to the small villages who would otherwise never get a native speaker. Early release for the prisoners would be conditioned on X% passing a standardized test.

Thais will learn to distinguish between ordinary farang and the con men variety and they will get paid for letting it happen.
