The person with Thai passport don't need to apply for visa. Unless the person plan to stay more than 30days. The person just need to walk to the immigration personnel in the airport and the personnel will give a tourist visa stamp for 30 days. :)

Wrong...Asean members get a visa waiver, not a VOA....For Indonesia....British passport holders + another 40 odd nationalities get a VOA..

One of the favourite scams in Indo is trying to get Asean passport holder to pay for a visa, we have Thai guys working for us scammed a few times with this.
