In Thailand there are a number of possibilities.

You need to find out who owns the transformer. The people collecting the electricity bill should know.

What do you mean by a "Private village' ? Do you mean the villagers own it , or is it the property of a private company . Just interested because I never heard of one before , if it is , perhaps the owner of the village has to pay for a replacemnt .

Don't own any property in Thailand but in the UK the Regional Electricity Company owns everything up to the Meter.

Does the Village have a private network ie do you pay your electricity bill to a Landlord/Management Company becase if so they may own the transformer.

If you pay your bill to the Electricity Company, they will usually own the Transformer.

Every thing on the grid is owned by either Provincial Electricity Authority (PEA)outside Metropolitan Bangkok; Or The Electricity Generating Authority of Thailand (EGAT) in Bangkok.

That's it.

Not quite correct Pushit.

There are many foreigners who have purchased a transformer & therefore, they are responsible for it in every way. This is how things are in Thailand.

For those who live in housing estates, the ownership of any transformers may be revealed in any maintenance contract.

Often in Thailand, the person with the means to pay, pays. Rather than the person accountable.

i.e. You want your power pack on, it's going to cost you.

I purchased my own 30Kva single phase transformer.Everything was installed by a private contractor, still I paid a 45.000 baht fee to the PEA.I was told that it includes a guarantee for when it breaks down the PEA is responsible for it.Is this correct?

Thanks everybody for your replies Let me tell you all why i asked the question At a recent meeting attend by about half the residents of our Private villiage theChairman asked us for an extra 2000 baht. each on top off 18000 baht. yes 20000 in service charges each year He explained to us that if the transformer were to fail the cost of replacement would be in the region of 700000 baht. and that untill paid the electric supply wuold not be restored Now thats frightening... The extra 2000 baht would go towards the cost but i and many others in the village think that the electric supply co. would replace the transformer free of charge as we all pay our electric bills to them Bye the way The elected Chaiman (some say he,s a bit of a bully) Does agood job everybody yes everybody pays there service charges or they don,t get in to the villiage (in their cars } through our remote control gates and security staff maybe i will make inquirys with the elecric supplier myself .
