This is accurate info, I just did mine during the last month of validity. Be sure that your certificate of residence from Thai immigration is not more than 30 days old and it needs to be the original and not a copy. Take your passport with current Non-Im visa, copies of your passport photo page, visa page, last entry stamp, and departure card. You have to go through a one hour plus program that includes color blindness test, brake pedal reaction time, and a video of laws and driving issues, but no test. Show up before 9am or 1pm for the program, report at the information desk on the 2nd floor, and allow at least two hours to complete everything.
