Information for foreign residents of Pattaya regarding the 2010 Thailand Census

PATTAYA: -- The 2010 Population and Housing Census here in Thailand will take place during the month of September and will involve the gathering of information from Thai citizens around the Kingdom and information from long-term foreign residents. This is the 100th Anniversary of the census which takes place every 10 years. Over 70,000 enumerators will gather the relevant information from households around the country. The population census data collection has nothing to do with tax or illegal status of residents living in Thailand, according to a press release from the National Statistical Office of Thailand

What questions do they ask exactly? I can't find the info on the site. The article says we must participate this as a legal requirement. More info please.

For example, are they asking about income? If so, only Thailand based income?

My Condo manager mentioned this to me yesterday , everyone has to fill it in ...

Cant see it working to well, and why do foreigners need to fill it in ?

yeah right , so they will not check if you are on overstay ect and just ignore it?

A couple of months ago, I was visited by Thai Census people. The form was in Thai and they filled it out.

The questions they asked and my answers where:

  1. How many Thais are listed the house book? None.
  2. Where are you from? America.
  3. How long have you lived here? About 10 years in Thailand, 5 years in this house.
  4. Do you own the house? Yes.
  5. Do you own the land? No, my company does.
  6. Do you work in Thailand? No, I am retired.
  7. Do you receive a pension from your country? Yes.
  8. Have you used any Government provided health facilities? Yes.
  9. Where? Wat Yan Hospital and Banglamung Hospital

After that, they thanked me for participating and left.

Hey BB1950------This sounds too strange----they came a couple of months ago---cencus starts in September!!! Did they produce any i/d? The forms were in Thai and they filled them in themselves ---- how did you know what they were writing? WOW MAN---too much for me!!!!! Hope they were genuine and hope they wrote down exactly what you said--------Dougal

If a census worker never reaches you, and you don't see out the office yourself, it seems to be a violation not to be counted. What are the consequences of not being counted? A fine? How much?

At the time, I thought the whole thing was rather strange as I did not know there was a Census taking place in Thailand. I also thought it was odd that they would ask foreigners to participate in a Thai Census.

I was sitting out in the yard. I watched them drive specifically to my house. Three people got out of the car carrying forms. The mentioned that there was a Census in Thailand taking place in 2010 and they wanted to ask some questions. They did not produce any form of ID. After they finished asking the short list of questions, they got in the car and left. They did not visit any other houses around.

It was only a few questions and they weren't asking any personal detailed information. Also, I wasn't required to sign the form. So, what does it matter what they wrote down?

Doubt it. My house is out in the boonies and hard to find. They never went near the house. The closest to got to the house was 15 meters away. They were smartly dressed in Suits and Tie. As I mentioned I was sitting out in the front yard (1 rai) nothing out there but a plastic table and some chairs under a shade tree. There's a 3 meter high security wall around the house. So there's nothing to see inside the wall. I'm not all concerned.

The only other strange thing. Painters were working on painting the wall, so the address sign was taken down. They didn't ask for the address.

I think this is the first occasion that foreigners are included, and not counting foreigners has long been an issue in Phuket and probably is in other places such as Pattaya who have large long-stay foreigners. By not being included in the census the percentage of the national budget distributed to the provinces for government funded services is based on the Thai population only - so vastly insufficient if it has to spread over say, 70,000 foreigners in Pattaya.

I remember the previous census, and if I'm not mistaken it must have been around 8 years ago (give or take a year).

Back then they definitely also took info from foreigners, if you stated you lived here.

Back then at my place it was university students doing the rounds.

In short, they just want to know how many people live where, and in what demographic group they fall.

Officially so the government should be able to better budget all area's in Thailand, which for Pattaya should be a good thing. In the end, practically, there a massive amount of people (both Thai and foreign) living in Pattaya but who are not officially registered. The majority of the Thai workforce are still registered in their home provinces. But they all put a burden on the city, be it infrastructure/health care etc...
