Yes the case is headed for Thailand from the National Visa Center (NVC).....I believe your wife will get further instruction from that packet they are sending.

There are MANY USC's that have gone via the K-3 route in this website, check it out...ther are numerous postings that you can read that MAY help you answer some of your questions.../
