I have a couple question regarding Myanmar citizens trying to obtain a Thai Ed Visa.

1. After getting the proper paperwork from the Thai Ministry of Education, which Thai Embassy is the best place to get an ED Visa issued for a Myanmar citizen currently residing in Bangkok on a 60-day tourist visa? I understand one must go to a Thai Embassy outside of Thailand, but given the visa entry requirements for Myanmar citizens to the surrounding countries (Laos, Cambodia, etc.), is going to the Thai Embassy in Yangon pretty much the best option?

2. Also, could a friend take the necessary paperwork and my Myanmar passport with them when they travel outside of Thailand, and submit the documents/passport and pickup the passport/visa at the Thai Embassy for me? Or do I (as the applicant) have to submit the paperwork myself? If the friend can do it, then I assume the ED Visa would trump the 60-day tourist visa, and I would not need to leave the country by the end of the 60-day period stamped in my passport ... right?

You have to submit the paperwork yourself and you cannot be in Thailand and your passport being somewhere else. Don't try this, it can mean serious trouble if found out, and immigration wil see that you didn't left the country while the passport was abroad.

Laos: Visa required, except for Nationals of Myanmar provided holding normal passports, for a max. stay of 14 days.

Cambodia: Visa required.

Visa Issuance:

- On arrival: if required, to foreign nationals living abroad

holding proof of being born in Cambodia, and with a passport

photo. Free of charge. Visa is valid until passport expires.

- On arrival: if required, to those coming for touristic or

business purposes for a stay of max. 30 days. Fee: USD 20,-

and passport photo is required. (SEE NOTE 23655)

NOTE 23655: Extensions are possible, for: touristic

purposes:one month: USD 5.- per day; business purposes: one

month: USD 45.-; 6 months: USD 155.-; 1 year: USD 285,-.

Additional Information:

- Tourist visas may be issued in a passport or issued in an

e-Visa format, printed on a separate piece of paper.

- All visitors must hold documents required for their next

destination and sufficient funds to cover their stay.

- Entering on a one-way ticket is allowed for nationals of

Myanmar

So both countries (Laos and Cambodia) seem to be options, contact their embassy to be sure.

If you go and study at a university you can try to convert the visa in Thailand itself at immigration with the help of the university.
