Help With (A Rough) Translation Of A Document?

Hi, could anyone help me with getting an understanding of a document in Thai? I would be happy to get an overview of what it's about, though any further detail you could provide would be appreciated too. The document is attached, and some brief context / background to my request is:

- the document was attached to an email that comes from a representative of a company named BBA Thailand (Bangkok Business Alliance)

- this person says that in April 2010, the Phuket Provincial Police issued an order to set up a panel to investigate and lawsuit against a number of timeshare businesses in Phuket

- this person said that the Phuket Provincial Police has requested their company to contact "alien victims" of one of the timeshare companies (using information from various websites/forums etc), to provide information / act as accusers

- this person included the attachment as proof/supporting material, which s/he says is a copy of the police order setting up the investigating panel.

Essentially I'd like to confirm the following:

- is the attached document what the original sender claims it to be?

- ie, is it a police order regarding the setting up of a panel to investigate a number of timeshare companies? (there is one company name in English in the document - this is a different company to the one that is the subject of the email)

- is the document primarily/solely about the above, or is it also/mainly about something different?

I'd also appreciate any comments/thoughts about whether this order actually looks legitimate/valid (if anyone happens to know about such documents), and whether any of the background info sounds like a strange setup etc. But that might be getting a bit too off-topic for a language forum :)

In any case, my grateful thanks for anyone who can help shed some light to this.

Attached is a ROUGH translation of this document. It looks genuine enough to me, but one easy way to get a more expert opinion would be to take it to your local police station and ask them what they think. Here are some provisos--I didn't use a dictionary (to save time, basically) and so made some inferences as to the meanings of some words; I'm an amateur, not a professional, translator (that probably shows). There are others on this forum who could probably do a better job, but at least you have something to start with. If you have questions, you can contact me directly through pm. If you really need a precise translation, I can give that a crack. Let me know.
