Depends on your own bank where you can withdraw. Better ask your bank and check the logo's on your ATM.

You might be better asking in the banking section, rather than the visa section, but I don't see why not providing that it's a major debit card like visa - oh that's why you asked in the visa section :-)

I have used my Kasikorn debit card in atm's around the the world, though not in India, and many others have reported using other banks cards without a problem, I imagine that would be able to use any card without a problem.

I was in New Delhi Monday and Tuesday of this week, and used my Kasikorn ATM card with no problems both at the airport and downtown.
