A school in Sisaket has requested I help them as paid position with a English teaching project for 14 days. Yesterday I was told if a foreigner works less than 15 days they do not need a work permit. I am highly suspect of this advice even though it comes from the labor / work permit department in Sisaket. My visa does allow me to work and I have had a work permit in the past. I never heard of foreigner being allowed to work for pay without a work permit.

Are they right or is this another case incorrect information from an official office.

There is an "urgent and essential" provision which allows work for up to 15 days without a formal work permit application. Technically an employer must submit an application for this, which is immediately processed by the ministry of labor. The 15 days can even be extended for an additional 15 days. The WP-11 form can be downloaded here.

Is it possible to apply for this type of work permit if you are on a OA retirement visa?

No, when you are here for retirement, you won't get a work permit.
