Ironically it looks like the whole tangled mess is being supported by the sign for "Jigsaw".

One giant puzzle. Too bad the camera couldn't wait for the guy to scratch his head, must have been in a hurry.

They are running a new pipe under the road and also resurfacing the two slip roads either side of the superhighway. I assumed they were using the opportunity to place the cables out of sight in the pipe as it was laid.
