Anyone heard of a none immigrant B visa being issued in Bangkok, if so what are the guidelines?

You cannot legally obtain a Thai visa inside Thailand, they are only issued by Thai embassies or consulates. Immigration inside Thailand can issue extensions of stay.

You can obtain non immigrant entry stamps as a process in extension of stay at Immigration offices in Thailand but not a visa for entry.

Inside Thailand you obtain extensions of stay and for work that would be one year but have to meet specific conditions of work and pay to do so.
