Exit Visa At Immigration "Outside" Bkk

Hi

A friend works for a company in Bangkok and has a work permit with them. The question I have is would it be possible for him to obtain an "exit visa" at immigration, for example in Phuket?

(Exit visa or may be they're called re-entry permits? not too sure, actually)

Normally a re-entry permit should be obtained at the location the extension of stay was obtained but he can ask.
