A friend of mine is on a tourist visa which he extended once at Samui immigration. He has been told by someone that if you have an extension on a tourist visa obtained from home that Penang will not issue a second tourist visa.

Anyone hear of this?

Yes, that has been reported before. If you do an extension they will not issue a new tourist visa. In that case it is best to apply at another Thai consulate.

But KL will issue a new tourist visa.

Agree with Mario but other Consulates will issue.

Vientienne Laos will issue a double entry free of charge.
