When I am viewing this forum on my desktop, on some pages 2/3's of the screen is covered by what seems to be advert of some kind, but it just blacks out that part of my screen, and I can only scroll a little at the bottom.

Looks like a local browser cache issue. Clean your browser cache and press CTRL-F5.
