6 Months Tourist Visa

If after the 6 months, the 6 month 2 to 4 entry tourist visa is "used up", for how long does one have to stay outside of Thailand, before one can apply for this type of visa again ?

1 day, that's how long it takes to process the next one.

Depending on the embassy after 3 of these they may not grant you another one, and you have to find another embassy or consulate.

If after the 3rd time and if they do not grant another one, what would be the "waiting period" outside of Thailand, before they will re-issue such a visa. (I heard it's 3 months, but this is strictly "hearsay".)

There is no 3 month waiting period, if one Consulate refuses simply try another. Some Consulates are restricting the number they issue to an individual, but that doesn't necessarily mean anything at another Consulate.
