Red Stamp On Last Tourist Visa

My friend ( yes not me)

He has just returned from his Lao visa run

He got a single entery tourist visa with a red stamp saying " you may not get a visa next time "

He had 4 back to tourist visa in his passport,

A triple entery issued in London and the other doubles from Lao

His passport is nearly full (2 Pages left)

So he is going to apply to Hong Kong for a new one.

When he gets the new one and the details from his full passport are transfered to this new one

will the red stamp about no more visas be recorded in his new passport ?

or should he go back to the UK and get a new passport issued there ?

He of course wants to keep the costs downs

While this information may not be relevant to the OP, since his friend will be getting a new passport, I assume, outside Thailand, I'll pass it along anyway for the sake of extending what you just stated.

Recently received a new US passport issued by the Chiang Mai American Consulate. On re-entry to Thailand from activating the second entry of a Laos-issued double-entry tourist visa (at Mae Sai), there was no problem "switching" from the old to the new passport.

However, I did note that the Thai authorities made a short hand-written note in the new US passport, under the Mae Sai entry stamp, that stated 'Laos visa," and they included the number of that previous Thai visa.

Whether having that information entered in the new passport will affect what happens the next time I go to Vientiane: well ... let's just say: "I hope not."
