You aren't very clear. Are you talking about using Skype for mobiles on a smartphone? In that case it's free. You just pay for the carrier data network usage which depends on your data plans.

Skype has some excellent monthly plans, I call the USA a lot, and I have unlimited world, which is $15USD per month, and it includes unlimited calls in the US and Thailand, to mobile and land lines. If you're on a WiFI network using your phone, you don't have to pay carrier data fees. If you're using Edge or 3G, then Skype uses your credit depending on what plan you have, and you have to pay the mobile carrier for your data usage. But definitely a better way to go in my opinion!

When I was last in the UK for simplicity I used an Orange Pay as you Go plan (called Camel). If you buy a 30 pound top up you get 240 international minutes free (Thailand included) after that you pay 10p per minute. I found 4 hours per month easily enough for my needs.

If you need to call UK to Thailand on a plain simple mobile (or fixed line) phone, I think your best option is voipdiscount.com. They use a callback service where you basically go to their website, login, type in the numbers of yourself and the person you call. The system then first call you on your phone, and as you pick it up it makes the call for you and connects the two ends. You can see here how it works and there is a free test as well.

The marketing is somewhat hyped, but it's still cheap. You have to buy credits, I think 5 or 10 euros. For that you get a couple of months "free days" - which isn't free but up to 300 minutes of free calls per week to selected countries (incl. Thailand, fixed and mobile). After the free days run out you pay 0.017 euro/min for calls to Thai landlines and 0.012 euro/min to Thai mobiles.

There doesn't seem to be any expiry on the prepaid funds. I have a balance of a few euros I've had for years (I don't call that much anymore, what with Internet and all, and when I do it's dirt cheap).

They have a bunch of websites, most of them starts voip... and they all have the same deal.

If you are calling somebody on skype from a mobile in Thailand it is as free as it is when using skype on a PC. On my android skype only works though when I'm on a wifi network and hence doesn't use any of my data allowance.

Skype to Skype is always free, whether on a smartphone or pc. How your device connects to the internet, and if that costs anything, is another subject.
