Leaders woo farmers, while analysts fret

Leaders of major parties yesterday used a public debate to woo farmers, though observers worry more about political risk and the high probability of delay to a new government forming that could adversely affect the economy.

It was the first time that leaders and key members of major political parties had a debate, which was hosted by the People's Network for Elections in Thailand (PNet)

Prime Minister Abhisit Vejjajiva pledged to continue income guarantees for farmers. The scheme has proved beneficial to large numbers of farmers and the government does not need to stock rice in silos, said Abhisit, who is also leader of the Democrat Party.

He claimed the scheme did not distort the ricetrading market, so exporters could buy local produce at reasonable prices.

His rival, Yongyuth Vichaidit, leader of the Pheu Thai Party, vowed to resume the pricepledging scheme for rice. He claimed it meant farmers would get higher prices than under the Democrat regime.

Supachai Jaisamut, a spokesman for the Bhum Jai Thai Party, promised to forgive the debts of farmers who had borrowed money through village funds. He said that without debt, farmers could move forward and improve living standards.

Piyaphan Champasut, a key member of the Chart Thai Pattana Party, sold voters a nationalreconciliation plan. He claimed political conflict would prevent a new government from working efficiently and could hold back the potential of the economy.

Goanpot Asvinvichit, a leading member of Chart Pattana Peua Pandin, said he would turn a battlefield into a trading area, referring to the border with Cambodia that has seen conflict in recent months. He also said Thailand had the potential to develop the tourism industry to bring in more income.

Meanwhile, observers are worried about political risk and the possibility of a delay to the new government forming.

Sompop Manarungsan, an economist at Chulalongkorn University, said political parties could take as long as one or two months after the July 3 election to form the new government, which would delay new public investments.

The next fiscal year will start on October 1, and the new government is expected to hurry to push through a new budget bill for Parliament's approval. But many observers believe the budget bill will not be passed until after October.

Sompop said political confrontation was unlikely to be resolved soon. He said political parties did not have medium and longterm policies, as most of them had shortterm policies designed to boost consumption and grab votes.

Moreover, the new government may not be stable and would possibly be unable to implement megaprojects, such as expansions to the masstransit system in Bangkok and the nationwide rail system, he said.

PHM to check on kidney removal

The Public Health Ministry yesterday set up a committee to probe the case in which a female patient in Lampang Hospital died after undergoing surgery to treat cervical cancer.

The enquiry follows a complaint by Saard Khreusri that his wife Buaphan died after surgery in which the surgeon allegedly removed her kidney without her or her relatives' consent. Permanent Secretary for Public Health Paijit Worachit assigned a fivestrong factfinding committee to ensure justice for both sides.

Lampang Hospital director Dr Songwuth Sapthaveesin said the surgery team had initially told him the patient had the first stage of cervical cancer.

The team removed her uterus and nearby tissue to prevent cancer cells from growing further. They found also that the rightside kidney tube had connected to the uterus wall possibly due to a previous inflammation - causing complications leading to her death.

Songwith said the hospital had explained to the patient's family they had removed the kidney because it had shrunk and no longer functioned. The hospital offered all assistance to the family.

Mixed reactions to coalpowered plants

The dispute over a coalpowered plant construction project in Nakhon Si Thammarat could erupt again, after the Electricity Generating Authority of Thailand (EGAT) took 22 provincial officers last week to study coalpowered plants in Rayong, Tak and Lampang.

Deputy Governor Sitthipong Terdrattanapong, said the trip gave him the experience and facts on energy he wished to pass on to villagers. The power plant construction was possible because energy was essential and, if villagers were informed, they would accept it, he said. State policy, technology and funds were ready for its construction.

However, protest networks said they opposed a coalpowered plant in Tha Sala or Hua Sai districts of Nakhon Si Thammarat. Songwuth Patkaew of the Rak Ban Kerd Tha Sala group said local administrative organisations and residents disagreed with the plan and would invite MP candidates to hear their opinions today.

A source at EGAT said the authority needed the plant to support a soontobeannounced provincial industrial estate. It had moved to build only one plant with larger capacity - compared to the previously planned two 800megawatt plants. The source said a public relations campaign to explain the project would begin after the current local administrative bodies finished their term, but before construction had begun

Governor tries out BTS extension

Bangkok Governor MR Sukhumbhand Paribatra yesterday tested the On NutBaring Skytrain extension which will be open for public use on August 12 and provide free rides until January 1, 2012.

Sukhumbhand led city executives to test the system at each of the extension's five stations covering 5.25 kilometres. Bangkok City invested Bt50 billion in its construction.

The project is designed to ease traffic congestion in the area, especially from Phra Khanong to Bang Na Intersection, and reduce personal car usage. It was expected to serve 120,000 commuters per day, he said.

On June 28, Sukhumbhand is scheduled to inspect the progress of another Skytrain extension, from Taksin to Phetchakasem, and push for its projected opening on December 5, 2012.

Democrats combing Bangkok for votes

Democrat Party leader Abhisit Vejjajiva on Friday's morning presided over a dispatch of 10 campaign convoys to meet constituents in all 33 constituencies of Bangkok.

Rangking Democrats, including Banyat Bantadthan and Suthep Thaugsuban, joined the convoys along with constituency and party-list candidates.

At daybreak, Abhisit arrived at Lumpini Park to meet the people going through their exercise routine before paying respect to the statue of King Rama VI as a good omen to launch the convoys.

Many congratulated him for his rousing speech last night, which asked voters to choose between moving on with the Democrats or getting caught in the entanglement involving ousted prime minister Thaksin Shinawatra.

Pheu Thai Campaign Truck Catches Fire

A campaign truck belonging to Pheu Thai Udon Thani candidate Suratin Pimanmaykin caught fire after a electricity generator on board the pick up truck exploded. Everyone was able to get out of the vehicle in time before the truck was completely engulfed in flames. Suratin believes there is foul play involved.
