If you are legally resident in Thailand, and your visa could make you legally resident here, then you can apply in Thailand.

However I wouldn't rush into things, you need to thoroughly research what sort of voluntary work you want to do and then you will probably have to be sponsored. I would take a step back and think it through, voluntary work isn't a short cut to a visa.

I suspect you will need to prove that you have very special skills before most countries would consider issuing a visa for voluntary work. If you have a suitable sponsor and a request for you to do voluntary work then it is a good start.

I assume you would require a tier 5 voluntary worker visa for the UK.
