Doctor's confessed assailant may be given liedetector test

A suspect who has confessed to hitting an Army doctor with a car in a rage over a parking incident last week may undergo a polygraph test to determine the validity of his statement, a police commander said yesterday.

Scientific proof obtained through investigation of the crime scene to collect evidence from a gold Nissan Neo sedan would also be needed to determine whether Colonel Saksit Phooklha really hit Major Hathaiphorn Imwitthaya as he claimed in statement after he surrendered to police.

"Polygraph tests are not foolproof, but they can be used in addition to other evidence police produce against criminal suspects during trials," the commander said.

A daughter of Saksit who was in the Nissan sedan has reportedly been reluctant to give a statement to police and is hiding from the media.

A large number of sympathisers of Hathaiphorn, known as "Dr Muk", mostly netizens and members of online socialnetwork services, visited her at Phramongkutklao Army Hospital and gave moral support to her mother, Dr Phannakorn.

Muk has regained a bit of consciousness after undergoing multiple brain surgeries.

Phannakorn thanked the netizens but still questioned whether Saksit was really the person who hit her daughter with the Nissan sedan.

Doctors said Muk would be transitioned to breathing on her own and her skull would be soon closed back up after a number of surgical openings. Her body temperature has dropped to normal and she can now respond by turning her face towards voices of visitors and relatives.

Chat Thai Pattana chief adviser Sanan Kachornprasart visited Muk, and condemned her assailant. Muk's mother previously received a bouquet from Her Majesty the Queen, who wished her a speedy recovery.

Phya Thai police said Saksit and his wife Saphawan had given statements to police, who said they were interviewing a number of witnesses. An attemptedmurder charge will be lodged against Saksit when the investigation is complete and there is sufficient evidence and at recommendation of police superiors, police said.

His Majesty's 'Delicious Rice'

Dental implants provided free to underprivileged elderly people as part of a project in honour of His Majesty the King have been named "Khao Aroi" (Delicious Rice).

Launched in 2007 to cele?brate HM the King's 80th birth?day anniversary, the project provides implants for those who are toothless or have had prob?lems with loose dentures.

Science Minister Virachai Virameteekul yesterday said his ministry's request that the implants be named "Khao Aroi" had already received royal approval.

Inspired by His Majesty's comment that "Toothless peo?ple do not enjoy food and thus feel unhappy. When the heart does not feel happy, the body won't be strong," many organi?sations have worked together to bring about the project.

Among them are the den?tistry faculties of Chulalongkorn, Mahidol and Chiang Mai universities.

To date, more than 10,000 people have received "Khao Aroi" implants.

Wichit Tharanon, director of the Advanced Dental Technology Centre, one of the agencies running the project, said "Khao Aroi" was the result of more than 10 years of research and development.

He described the implant as safe and durable.

"The average cost per patient is about Bt120,000," he said. "If we relied on imported products, the cost would be 10 times high?er."

Election campaigns become family affairs

In a rare occurence, Pimpen Vejjajiva, wife of Prime Minister Abhisit, and their daughter Prang yesterday joined him for a campaign appearance at Chulalongkorn University.

The participation of the low-profile members of Abhisit's family took place after Abhisit revealed at a major rally at CentralWorld on Thursday that Pimpen was the one who gave him words of wisdom and moral support when he cried and suffered from the death of people during the April 10 political turmoil last year.

"She [Pimpen] told me that day, 'When things happen in a way that was not our intention, the only choice is to bear, to solve the problems, not to escape or run away from the problems'. I must face the problems and solve them," Abhisit said at the rally.

Pimpen is a mathematics instructor, and Prang a Fine Arts student at the university. The Democrats drew strong support from people shopping at a flea market at the university on Fridays. The family also had lunch together at the university's cafeteria.

The public appearance of Abhisit's family came after Yingluck Shinwatra, Pheu Thai's top party-list MP and prime minister candidate, joined her family at her birthday celebrations early this week. Family members included Anusorn and Supasek Amornchat - Yingluck's husband and son.

Also yesterday, all three children of former prime minister Thaksin Shinawatra joined the election campaign for Pheu Thai's Bangkok candidate Anuttama Amornwiwat in the Huai Khwang area.

Pinthongta, Thaksin's first daughter, sent a message to him via Twitter that all the people she had met during the election campaign were missing him.

Two killed in Narathiwat

Three explosions claimed two lives and injured 12 in Narathiwat yesterday.

The first bomb exploded at an irrigation canal in Tak Bai district around 12.30pm, killing two irrigation officials and injuring five others.

Shortly afterwards another bomb went off at a spot just a kilometre away. A soldier was wounded.

Just as police were inspecting the scene of the second explosion, they found a 5kilogram bomb hidden underground. Six members of the bombdisposal team were trying to diffuse it when it exploded. All of them sustained injuries.

In another incident in Narathiwat, an unknown gunman opened fire at a group of young people playing computer games at a house in Sungai Kolok district at about 1am.

Three of them were shot in the legs and arms.

The victims told police they had no disputes with anyone.

EC alleges vote-buying in Buri Ram

With clear evidence of vote-buying in Buri Ram, the Election Commission chairman has ordered provincial EC members to proceed with the case as soon as possible.

EC chairman Apichart Sukhagganond also said the commission would consider on Tuesday whether to disqualify an MP candidate in Si Sa Ket.

Apichart said pictures received from police clearly showed money distribution in Buri Ram. The evidence is more explicit that that of the alleged case in Si Sa Ket.

The EC will disqualify can?didates according to evidence, he said.

Rayong communities protest at 'explosion risk' factory

Thousands of people in Rayong are worried about the storage of chemicals at a local petrochemicals factory, which they say could cause explosions.

Leaders of three communities yesterday called on Rayong Governor Tawatchai Terdpaothai to look into the storage of catalysts and toxic chemicals at the Apex Petrochemical Company facility.

They said the company had cashflow problems and owed more than Bt2million in unpaid wages to at least 70 workers.

"What if the workers stop coming or no one pays for the diesel fuel needed by a power generator at the factory?" asked Sakchai Cherdsuk from Banplong community.

The power generator keeps the temperature inside the catalyst storage tanks at minus20 degrees Celsius.

In response to the community leaders' complaint, Tawatchai has set up a committee to tackle the problem.

"The committee must form a team to ensure the proper storage of the chemicals," the provincial governor said.

SSO coverage set to expand

Expensive medical devices and more expensive drugs will soon be provided free as part of treatment covered by the Social Security Office, a senior SSO official said yesterday.

Dr Suradech Waleeitthikul said the coverage would extend to equipment and drugs needed to treat chronic diseases such as kidney failure and for advanced dental surgery.

He said 406 complaints had been lodged against hospitals under SSO contract by beneficiaries for slipshod treatment, lack of prescription of expensive drugs or costly treatment, and bad service to them as non or minimumpaying patients.

Three hospitals have lost their SSO contracts, he said, without giving more details.

Suradech said any hospital providing slipshod treatment under SSO contract would have its deal terminated.

Prachuap Khiri Khan still facing drought

BANGKOK, 25 June 2011 (NNT) – Prachuap Khiri Khan remains the only province that is experiencing drought while the situations in other provinces have eased off, according to the Department of Disaster Prevention and Mitigation (DDPM).

DDPM Director-General Viboon Sanguanpong reported that the drought crisis is still reported in six districts of the southern coastal province of Prachuap Khiri Khan, affecting 70,279 people in 21,575 households.

Mr Viboon called on villagers getting affected from the drought to seek assistance from the office by dialing 1784. The emergency line is available around the clock.

On another natural hazard, the National Disaster Warning Centre on Friday reported a 7.4 magnitude earthquake at Fox Islands off the coast of Alaska in the US. The powerful quake was 63 kilometres deep and 10,695 kilometres away from Prachuap Khiri Khan. No destructive tsunami has been recorded, and there is no impact on Thailand.

Police to take care of security during advance voting

BANGKOK, 25 June 2011 (NNT) – The Royal Thai Police has voiced its readiness to maintain peace and order within the kingdom on the advance polling day, 26 June 2011 from 8.00 to 15.00 hrs.

Speaking about the police’s preparation for the advance voting this Sunday, National Police Advisor Police General Pongsapat Pongcharoen stated that the Royal Thai Police has cooperated with the Election Commission (EC) to secure all advance polling stations nationwide.

Police General Pongsapat noted that there are 24 provinces and two constituencies in Bangkok where there are over 10,000 electors registering for the early voting.

As a result, the police advisor asked all eligible voters to go to the polls early and suggested they use public transport instead of their own private cars in order to avoid traffic congestion. He added that traffic police will start working at 5.00 hrs on that day.

Police General Pongsapat warned people not to breach electoral laws, saying that all alcoholic drinks must not be sold as from 18.00 hrs of 25 June until midnight of the next day. Moreover, all candidates of political parties are forbidden to launch their campaigns nearby polling booths.

As for the press, the law prohibits research and poll institutes from publicising any survey result from 25 June onwards until 15.00 hrs of 3 July or seven days before the actual election day.

Hand-Foot-Mouth disease under surveillance

BANGKOK, 25 June 2011 (NNT) – The Ministry of Public Health is monitoring the spread of Hand-Foot-Mouth (HFM) disease among children aged less than five years old after the number of patients has doubled during the rainy season.

Permanent Secretary for Public Health Medical Doctor Paijit Warachit ordered public health offices across the country to monitor the spread of HFM disease, especially among children aged lower than 5 in kindergarten schools, primary schools, nurseries and childcare centres. The ministry found infection rates were more than double the number before schools were open.

Teachers and childcare staff are requested to help observe young children and take care of the sanitary of the places, toys and related utensils while ill children should be separated from others and sent to nearest hospitals to prevent the disease from spreading further.

Surveillance and rapid response teams (SRRTs) will be deployed to schools or any places where patients are reported in order to control the situation. Schools and nurseries can be closed down if necessary to enhance the disease control efficiency.

According to the statistics by the Department of Disease Control this year, the number of HFM patients nationwide from January to 20 June 2011 stood at 2,204. The figure from April to June was more than twice the rate in the first three months of this year. No fatality was found.

HFM disease has no vaccine and direct cure. Treatment is made according to symptoms, including low fever, fatigue, oral blisters and pain leading to inability to swallow saliva or eat. Complications in severe cases can be fatal due to encephalitis, acute myocarditis and pulmonary edema.

Mild quake hits Trang

TRANG, June 25 – A light 3.5 earthquake shook the southern province of Trang Friday night, sparking panic among local residents and fishermen, while Trang Governor Maitree Inthusut on Saturday ordered officials to search for damages and monitor if more quakes could occured.

The National Disaster Warning Center reported that the quake struck Trang at 11.40 pm on Friday, with the tremor’s epicentre in Hatsamran district.

The quake caused panic among residents in Hatsamran and other nearby districts, including Palian, Kantang and Yan Ta Khao. They have been packing belongings in preparation for moving to safer places in case of stronger tremors.

Meanwhile, local fishermen had suspended fishing activities.

As of today, the tremor Friday caused cracks in some six houses in the provincial seat while some residents said that they felt the quake rocking.

In another development, disaster mitigation authorities on Saturday visited affected areas in Hatsamran and other nearby districts in an attempt to encourage the villagers.

So Hemmakul of the provincial disaster prevention and mitigation office said that officials concerned continue to monitor the situation.

Mr So urged people to be alert and to pack their belongings in preparation to move them to other locations should the National Disaster Warning Center informs them that strong quake will likely rattle the area. (MCOT online news)

Culture Ministry to celebrate Sunthorn Phu Day

BANGKOK, 25 June 2011 (NNT) – The Ministry of Culture will organise a celebrative event to honour Sunthorn Phu, the great poet of the Rattanakosin era, in conjunction with the Sunthorn Phu Day, 26 June.

According to Permanent Secretary for Culture Somchai Sianglai, the event is aimed at encouraging young people to realise the value of Sunthorn Phu's poetic works. It will be arranged on 26 June at the Thailand Cultural Centre and feature numerous interesting activities such as a recital of verses from Sunthorn Phu’s most celebrated literature - Phra Aphai Mani, with participation of academicians who will supply explanations on the meaning of those verses.

The Department of Cultural Promotion and the Tukkatun Wooden Puppet House will also arrange a contemporary puppet show on Phra Aphai Mani, enabling the audience to easily understand the story of Phra Aphai Mani. Those interested can join the event free of charge.

The Ministry of Culture has also translated Phra Aphai Mani into English, and over 30 chapters have already been published.

In the provinces, activities in honor of Sunthorn Phu will be arranged nationwide by local Culture offices, with the participation of educational institutions which will bring the poet's epic poetry into easy-to-understand plays and other performances. In Rayong, Sunthorn Phu’s hometown, a merit-making ceremony will be arranged to be dedicated to the great poet.

The United Nations Educational, Scientific and Cultural Organisation (UNESCO) declared Sunthorn Phu as a great world poet in 1986, the bicentenary of his birth.
