New York To Philippines, Should I Get A Visa In Ny First Or Get It On Arrival In The Philippines?

The girls at the New York consulate don't seem to know what they are talking about, I don't trust them and would like to bypass them if I can.

I want to stay in the Philippines for 6 months. What's the best way to accompish this - get a 59 day visa in New York before I leave, or get a 21 day visa in the Philippines when I arrive at the airport, and then try to keep extending it while I'm there?

I've also heard that sometimes they don't let people board the plane if the return flight is longer then 21 days. So is it safer to book a flight that has a return date under 21 days, or is it ok to have the return flight for 6 months later?

Will I have a higher chance of getting visa extensions in the Philippines if my return flight is 6 months as opposed to under 21 days?
