Booze crackdown

From now on, the Bangkok Metropolitan Administra-tion (BMA) will strictly monitor the sale, consumption and advertising of alcoholic beverages at public parks and government offices.

BMA deputy clerk Pirapong Saicheua and Public Health Ministry deputy permanent secretary Dr Narong Sahamethapat signed a memorandum of understanding yesterday banning alcohol in public parks and state offices as per the Alcoholic Beverage Control Act 2008. Those found advertising alcoholic drinks can face up to a year in jail and/or a Bt500,000 fine in addition to a daily fine of Bt50,000 from the day the violation was discovered, while those caught selling or drinking alcohol in the prohibited zones will face up to six months in jail and/or a Bt10,000 fine, he said. Meanwhile, those with permits could still face a two-year jail term and/or a Bt4,000 fine for selling booze during prohibited times or a one-year jail term and/or a Bt20,000 fine for selling alcohol to those under 20.

Concern over teen pregnancies

Teenage pregnancy continues to be an issue of concern, the Social Develop-ment and Human Security Ministry said yesterday.

Presenting a new campaign to prevent under-age pregnancies, deputy permanent secretary Napa Setthakorn said a study in 2009 had revealed that 13.55 per cent of mothers in Thailand were under the age of 20. This is the second-highest rate in the world and the highest in Asia.

She added that this went beyond the standards set by the World Health Organisation, which was why the ministry was pushing for measures to resolve this issue to be put on the national agenda. Napa said it had set a six-point strategy to be implemented by related agencies. The strategy includes an in-depth study and survey of young mothers in Buri Ram, Prachuap Khiri Khan, Trat and Bangkok to determine the factors behind the issue.

The event included an exhibition, the presentation of survey results and the handing out of a Bt30,000 cash prize and certificate to the winner of a contest for an anti-teen-pregnancy motto, Wachirathamsathit School student Kittikun Khotkaew.

Red shirts' role to defend the govt, says Jatuporn

Red shirts holding political positions would provide a link between ministers and the people and support for the government's stability, Pheu Thai MP Jatuporn Promphan said yesterday.

Jatuporn, also a red-shirt leader, claimed a plot to topple Yingluck Shinawatra's government was rumoured to be implemented in December. Therefore, it was important to retain a red-shirt presence.

Although red leaders have taken political positions, the red shirt movement must remain as injustice is still being seen, Jatuporn said.

He said that while cases against red leaders were proceeding, investigation into the 91 deaths during the political turmoil last year was very slow.

Jatuporn, who greeted Aree Krainara, former head of the red-shirt guards, and Yoswarit Chooklom (Jeng dokjik) who have started working at the Interior Ministry, said he had told the red shirts appointed to political positions that the most important mission is to make the country "democratic".

"Serving in political positions, no matter if they are a minister's adviser or secretary, they [the red shirts] can be a key mechanism to help deal with injustice [of the kind] the red shirts had faced. Their positions have limited time, so they must put it to the best use. I told them that although they hold the positions, they must manage their time to meet people. Unless the red shirts are strong, the government cannot be strong," Jatuporn said.

Setting traffic checkpoints right

After receiving a lot of complaints, the Metropolitan Police Bureau has instructed traffic police to set up proper checkpoints instead of ambushing motorists and warned that supervisors who cannot control this operation might face a transfer.

Metropolitan Police Bureau deputy commissioner Panu Kerdlarppol, who oversees the traffic-control department, said yesterday that he had instructed all police-station superintendents to stop officers in charge of traffic from setting up checkpoints at risky areas such as the end of a bridge. He said they had also been told not to just focus on motorcycles and pickup trucks, but on all traffic violators.

Starting this month, police will keep a close eye out for fake licence plates and other criminal activities. Between January and July, 165 cars were found with fake licence plates.

He added that motorcyclists who rode against the traffic, especially on Bang Na-Trat and Vibhavadi-Rangsit roads, would be fined Bt500 each.

Defending Thai culture

To prevent foreign countries registering Thai culture and local wisdom, a bill to protect Thailand's intellectual property and copyright will be supported under a Unesco Intangible Heritage protocol, Culture Minister Sukumol Kunplome said yesterday.

In a coming meeting, the Foreign Ministry will be invited to discuss the pros and cons of Thailand being a signatory to the Intangible Heritage protocol under the United Nations Educational, Scientific and Cultural Organisation.

An internal meeting will be held between the ministry's leadership and its Cultural Promotion Department to study the subject further, she said.

A list of Thailand's items and cultural signatures will be announced tomorrow before the bill, after consultation with the Foreign Ministry, is submitted to the Cabinet for initial approval this month, Sukumol said.

Bank Eases Credit Card Application Requirement

Hopeful about the government's stimulus package aimed at boosting individual spending and consumers' ability to repay debts, the Bangkok Bank has revised its minimum income requirement for new credit card applications down from 20,000 baht to 15,000 baht.

Bangkok Bank's Credit Card Division Manager Choke Na Ranong said his bank has revised down a monthly income requirement for new credit card applications from 20,000 baht to 15,000 baht as its customers are more likely to repay debts on time and as agreed.

He added the government policy to upgrade the starting salary for state officials to 15,000 baht will also help expand the credit card market.

Choke said the bank is hoping to achieve the annual target of 1.3 million credit card clients, with a focus on the group with fixed income.

The Bangkok Bank has recently partnered with Toyota Motor Thailand to launch the Visa Platinum Totoya Bangkok credit card with an aim to attract 60,000 new cardholders by the end of the year.

BANGKOK, 1 September 2011 (NNT) – The 22nd Discovery Thailand and Discovery World 2011 has kicked off and will continue until 4 September 2011 at the Queen Sirikit National Convention Centre in Bangkok.

The four-day tourism fair will be arranged from 10.00 to 21.00 hrs. Nearly 1,200 booths of hotels and resorts, travel agencies as well as related services across the country are offering special promotions luring customers to purchase their packages in advance.

Booths displaying in the plenary hall, C zone, plaza zone and the main foyer are resorts, local and foreign tourism promotion units, domestic and outbound travel agencies, travel equipment and gadgets, food products, souvenirs and other related services.

Booths displaying in the atrium zone are airlines, both low cost and international ones as well as other transport businesses such as cruises, tourism ships and rental cars.

The 21st Discovery Thailand and Discovery World 2011 was arranged in the same venue from 3 to 6 March 2011 with a great success.

PM's Office Minister's Secretary Against Media Interference

A secretary of the Prime Minister's Office minister has expressed disagreement over the red-shirt group's gathering to demand the removal of a controversial Channel 7 journalist.

He reiterates that he has no authority to interfere with media members.

Wim Rungwattanajinda, secretary of the Prime Minister's Office Minister Kritsana Sihalak, denied having been assigned any special task to deal with bias press.

He said that his superior only told him to help ensure media rights and freedom.

Wim noted that the Pheu Thai Party appointed him to help Kritsana because of his experience in media affairs.

He stressed that as a minister's secretary, he has no authority to interfere with the press and that he will only act on instructions from his boss.

Regarding the allegation of interference with members of the media, Wim said it will not affect his work as he believes he is innocent.

Meanwhile, he disagreed with red-shirt members gathering to demand that the Channel 7 television station remove a female political journalist for alleged bias reporting.

Wim said the prime minister is paying special attention to the issue and the government will negotiate with the red-shirt group to stop such an action, since it is regarded as intimidation of media members.
