Probe launched against police station

An internal investigation is being conducted at the Suthisarn police station in the wake of allegations that several gambling dens are operating in its jurisdiction, while seven deputy Bangkok police chiefs face close scrutiny.

The investigation of the seven unnamed officers is being supervised by police inspectorgeneral Pol Gen Sathaphorn Laothong, while police spokesman Pol MajGeneral Piya Uthayo also faces questioning.

Piya previously insisted that no illegal gambling dens existed in Bangkok, even though video clips were released in Parliament last month showing a gambling den in operation.

The den in question is located on Ratchaphisek Road, which comes under the Suthisarn police station. Sathaphorn said police were expecting to uncover another large den off Rama IX Road, of which the Ratchaphisek den was a branch.

PM draws focus on drug suppression

Prime Minister Yingluck Shinawatra held a special meeting with the boss of the Office of Narcotics Control Board (ONCB) yesterday to work out the government's policy to fight drug abuse and trafficking.

After the meeting, ONCB secretarygeneral Sureeprapha Traivej said she had briefed Yingluck about the current situation and was told to prepare to work with other agencies to carry out the government's nationwide drugsuppression operation.

In Thailand, 19 out of 1,000 people use drugs compared to the international standard of three to every 1,000.

Apart from ONCB, Yingluck also held separate meetings with the chiefs of the Civil Service Commission and Pubic Sector Development Commission as part of the traditional courtesy meetings held by a new prime minister.

Legal action against encroachers will continue: Preecha

Natural Resources and Environment Minister Preecha Rengsomboonsuk refused all requests from developers and local officials to stop legal action from being taken against those encroaching into Nakhon Ratchasima province's Wang Nam Kheow forest reserves.

"The wrongdoers will be punished no matter who they are," Preecha said.

This stance comes after about 30 Wang Nam Kheow officials and politicians, led by Bhum Jai Thai MP Pranom Phokham, submitted a letter to Royal Forest Department (RFD) chief Suwit Rattanamanee on Thursday asking him to suspend legal action against developers and villagers believed to be invading the land.

They also asked the RFD to conduct a new survey demarcating the forest reserve's boundary, claiming the existing border overlaps residential areas.

"No one can pressure us into doing or not doing anything related to the land encroachment in Wang Nam Kheow. The law is for everyone," he said. "I cannot not stop the legal action being taken against wrongdoers."

Preecha has instructed RFD chief Suwit and Department of National Parks, Wildlife and Plant Conservation chief Sunant Arunnoparat to resolve the problem of wealthy people using their influence to coerce local authorities into allowing them to build resorts and private homes in protected areas

Previously, the RFD had taken legal action against 22 wealthy developers who built structures in forest reserves, the ministry's permanent secretary Chote Trachoo said.

The ministry will only allow residents waiting for their landownership papers as per a June 30, 1998, Cabinet resolution to continue staying in the area.

Lese majeste remarks rose after 2006 coup, says witness

Defamatory remarks against the Royal Family rose in number after the 2006 military coup left some people unhappy with the palace, prosecution witness Pol Maj-General Surapol Tuanthong told the court yesterday. He was testifying in the computer crime case against prachatai.com online newspaper director Chiranuch Premchaiporn.

"These messages are not visible on prachatai's webboard only," Surapol added.

Chiranuch faces a maximum of 20 years in prison under the Computer Crimes Act for allegedly allowing 10 defamatory comments to be posted on the now defunct webboard, which was under her supervision.

Surapol, who was in charge of lese majeste cases in 2008, said that even though code names were used to refer to certain members of the Royal Family, the true identity of the person could still be worked out, especially since most Internet users are well informed.

After his testimony, Surapol told reporters that anti-monarchy remarks are posted on the Net "every day, even today".

"Whether it ends up as a legal case or not is another matter," he said.

When asked by a representative of the Paris-based Reporters Without Borders why there had been such a proliferation of lese majeste remarks over the past few years, Surapol said that it was "a sign of the times".

Ministry registers another 30 items

Up to 30 traditional beliefs, cultural rituals and plays were registered by the Culture Ministry in a move to further comply with the Unesco's Intangible Heritage protocol and prevent infringement by foreign countries.

The 30 items are among the 80 registered over the past two years, Culture Minister Sukumol Kunplome said during the registration ceremony held in Bangkok yesterday.

The items are divided into six categories: shows and plays; original crafts; traditional tales; traditional sport; social and cultural practices and rituals; and traditional food and recipes.

Under sport, takraw and kite flying were registered, while traditional delicacies included phad thai and tom yam kung. Thai massage and traditional exercise routine ruesee dad ton were listed under a special category covering treatment and alternative medicine.

The Cabinet will be endorsing the registration next week. The ministry will also seek advice from the Foreign Ministry over the practices and regulations, before Thailand signs the Intangible Heritage protocol with the United Nations Educational, Scientific and Cultural Organisation in the near future.

PM chairs meeting to tackle floods, stresses integrated approach to solve problem systematically

BANGKOK, Sept 3 -- Prime Minister Yingluck Shinawatra on Saturday chaired a meeting of concerned agencies to tackle floods, stressing teamwork and an integrated approach like 'one stop service' to solve problems systematically with a long-term plan for future floods.

The meeting was held at 9.30 am at the Government House attended by representatives from the Royal Irrigation Department, Water Resources Department, Budget Bureau, Public Works and Town & Country Planning Department, Disaster Prevention and Mitigation Department, Royal Thai Armed Forces Headquarters and other agencies.

During the meeting, Ms Yingluck was briefed about organizational frameworks, budgets and time frame for solving flood problems in the short term, while also planning for longer term preventative measures for the future.

Ms Yingluck told the meeting that she wanted all agencies to work together with an integrated approach to help flood victims and for an operational centre to be set up for 'one stop service' to assist people affected by the flood.

She also urged speeding-up of financial assistance for flood victims.

Meanwhile, the Interior Ministry reported that there were 44 provinces affected by the flood, impacting 1.2 million households. A provisional budget of Bt6.7 million would be prepared to help ease immediate problems and the ministry would ask the cabinet to consider increasing the assistance fund from Bt5,000 Baht to Bt5,500 per family.

Ms Yingluck said she wanted to see a quick drainage of flood waters, particularly in agriculture areas.

On Sunday afternoon, the premier was scheduled to chair a meeting with the nine governors of the hardest hit provinces - Sukhothai, Phichit, Ang Thong, Chai Nat, Nakhon Sawan, Ubon Ratchathani, Sing Buri, Phitsanulok and Phra Nakhon Si Ayutthaya - to receive updates from each province on plans to prevent flooding and schedules to distribute assistance funds.
