Floods Continue to Ravage Many Provinces

Many provinces are still being severely affected by ravaging floods. Officials are rushing to assist flood victims.

Thirty military personnel from Nan Province are rushing to help locals in Pupeang District to relocate to higher ground.

The non-stop downpour last Sunday caused flash flooding yesterday morning.

At least 50 households have been affected. Five hundred rai of paddy fields have been destroyed.

Heavy downpour also caused a landslide, blocking the main road to Payao Province.

Officials are bringing in heavy machinery to clear the path.

In Nakhon Sawan Province, a total of 20,000 households in 175 villages across six districts and more than 140,000 rai of farmland have been hit by widespread flooding.

The Nakhon Sawan municipality's business zone has been swamped with 50-centimeter deep floodwater as workers quickly installed water pumps to drain the trapped water.

As for Phitsanulok's Bangrakam District, the elders there gathered to pray for the Provincial Red Cross after it had taken fishing boats out to inspect the flood damage and to provide relief packages to flood victims.

The water level has receded by 20 centimeter in many areas.

Locals are urging officials to rehabilitate the province as soon as the situation returns to normal.

Meanwhile, the bloated Chao Phraya River, flowing through Ayutthaya Province, has inundated the surrounding area with more than 1.5 meter deep floodwater.

The Chulamanee Temple in Bang Ban District, one of the oldest and most historically significant temples, has been swamped with one-meter deep floodwater.

Locals and monks are urging the administrative office to quickly put up sand barricades to save the temple.

In Ubon Ratchathani Province, the water level of Moon River has increased by almost 8 meters and overflown the riverbank.

The hardest hit area was inundated under 1.5 meters of water.

Officials have prepared two trucks and barges to assist in evacuating locals.

Provincial Disaster Prevention and Mitigation Department assessed the six other districts along the river that are likely to become submerged and are also arranging evacuation centers.

'Likay' Troupes To Perform for HM the King

Likay dance theater troupes from around the nation are working together to put on a grand performance to celebrate the reign of His Majesty the King.

Proceeds from the performance will be donated to help the sick and poor.

To mark the auspicious occasion of His Majesty the King's 84th birthday, traditional Thai dance theater troupes, known as 'likay'from across the country are joining hands to put on a one-of-a-kind grand performance to celebrate the royal ocassion.

Some 20 traditional and modern likay troupes are putting on the performance extravaganza in an effort to breathe life back into Thailand's traditional performance arts, as they are slowly fading in the rapidly modernizing world.

The performance will also give the likay dancers an opportunity to express their love to the monarchy through their passion.

They'll also be able to teach the new generations about the beauty of this traditional Thai art from.

All of the proceeds from the performance will be donated to charity to help the poor and the sick.

The performance is titled, 'The Benevolent and Selfless Father', and is being held to commemorate His Majesty the King's tireless efforts to improve the living conditions for all Thais.

The show will take place on September 18 at the Rajabhat Bansomdej Chao PrayaUniversity's auditorium.

Tickets are available at the Phra Nangklao Charity Foundation and the Phra Nangklao Hospital in Nonthaburi Province.

MOU Confirms Koh Kood Belongs to Thailand

The foreign affairs minister insists that Kood island is part of Thai Kingdom under the MOU 44.

Meanwhile, the ministry has also confirmed that there is no secret prison in Thailand as Libya accused.

Information Department Director-General Thani Thongpakdee said it is untrue that Kood island has been lost to Cambodia.

He confirmed that the 1907 Siam-France treaty and the MOU 44 record clearly states that Kood island belongs to Thailand.

According to the 1907 Siam-France agreement, France had agreed to trade Trat Province and a group of islands including Singha and Kood islands, for Siem Reap, Pra Ta Bong, and Sri Sopon.

The director-general added that the speculation might have stemmed from a misunderstanding by an official who misread an unclear boundary line.

When asked about a secret prison that Libya accuse is based in Thailand, the director-general said he has been assured by the national security authorities that the claim is false.

Police Inspector-General: 19 Officers Implicated in Gambling Den Scandal

The police inspector-general notes that more than 19 officers have been implicated in the investigation report on Bangkok gambling dens, which is set to be released on Friday.

Inspector-General, Police General Sataporn Laothong, who is also the chairman of the probe committee in the case of the gambling dens in the area under Sutthisarn Police Station's jurisdiction has announced that the committee will complete and submit its investigation report to the police chief on Friday.

Sataporn stated that more than 19 police officers have been implicated in the report.

However, he is refusing to go into detail, saying that the investigation is still not complete, as some senior officers, including Deputy Chief of city police, Police Major General Amnuay Nimmano, and commanders of the Central Investigation and Special Branch bureaus have yet to be questioned.

In any case, the police inspector-general expects the investigation to be concluded by Friday.

In addition, Sataporn has reaffirmed that the anticipated police chief transfer will have no bearing on the investigation as the findings will be reported to the person in command.

Tawin transferred from NSC post

The Cabinet Tuesday approved the transfer of National Security Chief Tawin Pleansri to an adviser to the prime minister.

The transfer will pave the way for the move of Pol Gen Wichean Potphosri from police chief to head of the NSC.

PM's Office Minister Kritsana Seehalak said the Cabinet's resolution to transfer Tawin was effective immediately, thus vacating the post of the NSC chief.

She said the Cabinet has not yet deliberated the transfer of national police chief Wichean.

Prime Minister Yingluck Shinawatra and her deputy, Chalerm Yoobamrung, made it clear shortly after taking the office last month that they wanted to see Pol Gen Priewphan Damapong, who is Yingluck's counsin, take the helm of the police department.

Priewpan is an elder brother of Khunying Pojaman na Pombejra, ex-wife of ex-prime minister Thaksin Shinawatra. Thaksin is the eldest brother of the prime minister.

Tawin said last week he would file a complaint with the Central Administrative Court and seek assistance via regular channels with the Office of the Civil Service Commission's ethics committee.

He said he would need to wait for a Cabinet decision removing him from the NSC before taking any action. The umbrella is not opened until it rains, he added.

Govt Denies Amnesty Push for Thaksin

A deputy prime minister insists the government has no immediate plans to renew the campaign to seek a royal pardon for ousted premier Thaksin Shinawatra.

Deputy Prime Minister Chalerm Yoobamrung said the petition to seek a royal pardon for fugitive former prime minister Thaksin Shinawatra isn't part of the government's top priorities.

Earlier a petition to seek an amnesty for Thaksin was submitted by Thaksin's core supporters, the red-shirt group.

Millions of signatures were reportedly submitted and forwarded to an official at the Royal Household Bureau at the Grand Palace.

Chalerm claimed reports on the alleged revived efforts to seek amnesty for Thaksin are aimed to discredit the Pheu Thai government.

The minister dismissed a suggestion that Thaksin's petition is not in compliance with the 2007 Royal Decree's Articles 4 and 5, saying the proceedings related to the pardon for the ousted premier is not under the jurisdiction of the general law as the royal clemency is sought for a particular person.

He then recommended state officials disappointed with the government's transfer orders seek legal actions to settle their disputes.

Chalerm went on to say the existence of red-shirt villages is not against the law and would not result in more disunity in the Thai society.

He says it's the right of the public to express their political preferences by displaying red flags or red-colored items in front of their homes.

Democrats Unveil Shadow Cabinet

The main opposition party sets up a shadow Cabinet to monitor the government's work.

Democrat spokesman Chavanond Intarakomalsut said party leader Abhisit Vejjajiva will double up as the prime minister and defense minister in the shadow Cabinet.

Chavanond went on to say the shadow posts of deputy prime ministers are given to four core figures of the party, namely Korn Chatikavanij, Chamni Sakdiseth, Kiat Sitthee-amorn and Kasit Piromya.

The post of shadow interior minister is taken up by senior Democrat Suthep Thaugsuban.

The shadow finance minister post goes to senior MP Chuti Krairiksh.

Chavanond said the party's formation of the shadow Cabinet aims to effectively monitor the Pheu Thai government's work.

The shadow Cabinet will also give constructive criticisms and suggestions on various policies to the society.

He said all of the shadow ministers are named by Abhisit himself.

Cabinet approves setup of National Rice Policy Committee

BANGKOK, Sept 6 – The Cabinet on Tuesday endorsed establishment of a National Rice Policy Committee, to be chaired by the prime minister, said Deputy Prime Minister and Commerce Ministry Kittiratt Na-Ranong.

The committee chaired by PM Yingluck Shinawatra will meet next week to plan the startup of the rice mortgage scheme on Oct 7 as the rice harvest is expected from the end of October into the beginning of November.

All paddies in an unlimited amount can be mortgaged under the government scheme.

Government loans will be offered to the Bank for Agriculture and Agricultural Co-operatives to run the project and the government will accelerate releasing rice into the market.

Thailand's domestic consumption of packed rice-- in two- and five-kilo bags-- is about 500,000 tonnes annually, a level which will be able to absorb the amount of the upcoming rice harvest reduce the burden of storing rice stocks by the government.

The Public Warehouse Organisation will help produce packed rice for domestic sale in an attempt to keep rice prices in the market from being overpriced. (MCOT online news)

Thai man arrested for royal 'insult' on Facebook

BANGKOK, September 6, 2011 (AFP) - Thai police on Tuesday said they had arrested a 40-year-old man for allegedly posting pictures, audio clips and messages deemed insulting to the royal family on the social networking site Facebook.

Surapak Phuchaisaeng was arrested in Bangkok on Friday, said a senior police officer at the Technology Crime Suppression Division.

Under Thailand's controversial lese majeste legislation, anybody convicted of insulting the king, queen, heir or regent faces up to 15 years in prison on each count.

Surapak, who also faces related charges under the Computer Crime Act, is one of the first people arrested for insulting the monarchy since a new government took power last month.

Prime Minister Yingluck Shinawatra said after her July 3 election win that the rules should not be misused, following several high-profile cases against supporters of her brother Thaksin, Thailand's fugitive former leader.

But in a sign she did not want a direct confrontation with the country's powerful elites, her government has since vowed to set up a "war room" to crack down on alleged online royal insults.

Earlier this month more than 100 international academics called on Thailand to review the tough laws, saying political abuse of the legislation is undermining human rights.

The laws have come under heavy criticism from rights groups, which have expressed concern that they have been used to suppress freedom of expression under the last government, considered close to the establishment.

In March, a webmaster was jailed for 13 years after the Internet site he ran, linked to the opposition movement, allegedly published comments insulting the monarchy.

Another website editor currently on trial faces decades in prison if convicted -- for failing to remove reader comments quickly enough.

Discussion of the royal family's role is a long-standing taboo in politically divided Thailand.

King Bhumibol Adulyadej, 83, the world's longest-reigning monarch and revered as a demi-god by many Thais, has been in hospital since September 2009.

Five injured in Narathiwat shooting

A gunman shot five customers, including a nine-year-old boy, at a teashop in Narathiwat Tuesday.

All the victims survived but with injuries.

Police believed the attack was related to the ongoing unrest in the deep South.

The victims were Arong Muya, 45, Jehsoh Jehnu, 48, Mhadyusoh Samaae, Nusent Mameng, and Saifoon Mana, 9. Arong is a village defence volunteer.

All of them received treatment at the Naradhiswasrajanagarindra Hospital.

Teashop owner Doromae Bukoh, 56, said there were eight customers at his place when a motorcycle stopped in front of it and a man riding pillion walked in.
