I'm pretty sure it's Farsi (Persian) - not Arabic. Not a clue what it's about, though.

Google Translate does a fair job of translating it.

Are you sure it is not at the bottom of Google mail? That is where I see them as a single line and get the same ad you have as primary - I suspect because I have US Embassy alerts in my mail folders. There is a tab at right to scroll to other advertisements keyed to adwords.
