In case anyone doesnt want to mortgage their soul at a consulate and pay 2500B for a certified copy, there is a lawyer's office called KT International just opposite the Post Office in Soi Post Office that does certified copies for 500B. I also had them witness a signature and negotiated the total down to 800B for the two jobs. This compares well with a rip-off Indian guy next door to the Pattaya Media Group place near Day-Night, who ummed and ahhed for 2 minutes and decided he wanted 2500B just for the certified copy. I declined his suggestion, of course.

Not really sure what you calling "notarial" services and "certified" copies. For these services, it all depends on who the document getting notarized/certified is for. If it is for some transaction back in one's homeland, some rubber stamp from the "KT International" law office in Pattaya is hardly going to impress anyone (or be valid for any transaction). I don't know what the qualifications are for a "Thai" notary, but if this fellow meets them and is such a notary, then for contracts and documents to be effected in Thailand, then he may be qualified to witness them.

The UK lawyer to whom I sent the copies wanted them to be certified by a lawyer or notary, but not any other professional. They were to do with property transfer. Other copies I have sent to UK banks have needed to be certified by any professional person, and my Thai bank will do that for 100B.

For the witnessing of the signature, again it was any professional person who could do it. I could have had it done by my bank here but it wasn't worth the trip and the extra delay, especially as I had to post everything in Soi Post Office anyway.

So for my needs this place was fine. The guy who did the certifying is a lawyer.

The price for certification was 500B per item, and though still much too expensive it is however 5 times cheaper than I was quoted elsewhere.

So maybe someone else will now be able to save 2000B also, rather than give it to that Indian in Day-Night. :)
