Nobody, sand ends up in the drains what going to create more problems next heavy rain.

A lot of them will probably end up like my Christmas lights; left in place waiting for the next season.

The bags with sand have value, so i dont think you have to worry. Just think what happens if you leave your cardboard and paper outside. It will get picked up.
