The reality is the hospitals need to balance the books and if they are not going to get the money from the government or an insurance scheme, they won't give the treatment. Even my wifes grandmother who is a pensioner has to fork out 500 or 1000 baht every time she visits the hospital and that is in her tambon up country, she is registered, etc. You are right about the basic health care and diagnosis; the diagnosis is to work out the appropriate treatment and cost while the basic care would be nursing you until you meet you fate without the required operation, etc. It would seem that you and your extended family have a problem... it's called not knowing your rights. if granny isnt getting treatment that she should get refer it further up.
