FLOODING IN THAILAND:SITUATION UPDATE (27/10/2011)

The flooding in Thailand is mainly affecting the central provinces along the Chao Phraya River including Bangkok and Ayutthaya. Other popular tourist destinations in the central region including Pattaya, Hua Hin, Kanchanaburi, and Koh Chang have not been affected by the floods. Flood waters in several provinces in northern Thailand have begun to subside. Provinces in the south of Thailand have not been affected by the floods.

Most areas of central Bangkok where tourists normally go are not flooded. The Chao Phraya River, which runs through Bangkok, is at a higher-than-normal level. This is causing some flooding at tourist attractions that are close to the river.

In the greater Bangkok Metropolitan Area, several suburbs and areas adjacent to the Chao Phraya River are experiencing flooding. As these areas are largely residential and industrial zones, they are not normally visited by tourists.

The TAT advises visitors to contact the TAT Information Line at 1672; check the latest reports in the local media; or get an update from the staff of the accommodations where they are staying if they are planning to visit tourist attractions that are located close to the Chao Phraya River.

Transportation:

Tourist destinations in the north, such as Chiang Mai, Chiang Rai, and Sukhothai, are best accessed by air as some roads and railways in the central provinces are closed due to the floods. Provinces in southern and eastern Thailand remain fully accessible by road and train.

Tourists planning to travel to areas affected by the floods are advised to check the latest weather forecasts for their destination and confirm arrangements with the transportation providers with which they will be travelling. Tourists can call the TAT Information Line at 1672 to check local conditions, or visit the Thailand Meteorological Department web site at http://www.tmd.go.th/en for updated weather forecasts.

In & Around Bangkok:

--Transportation from Suvarnabhumi Airport into central Bangkok including taxis, buses and the Airport Link have not been affected by the floods and are operating normally.

-- Transportation in most areas within central Bangkok including taxis, tuk-tuks, the BTS and the MRT are also operating normally.

-- In the areas affected by flooding, public transportation is being rerouted in some areas and the availability of taxis is limited.

Airports:

-- Suvarnabhumi Airport in Bangkok has not been affected by the floods and is operating as per usual. The airport has considerable flood protection measures in place and officials are monitoring the situation closely.

-- Don Mueang Airport, which is located in a northern suburb of Bangkok and handles domestic airlines serving a small number of provinces, has been closed until November 1st due to flooding.

-- All other airports in Thailand are open and operating normally.

Roads:

--Highway 32, also known as The Asian Highway (AH-2), in central Thailand is partly affected by the floods. Inter-provincial buses between Bangkok and the north and northeast of Thailand are operating, but subject to detours and extended travel times.

-- Inter-provincial buses to eastern, western, and southern Thailand are operating as per normal.

Train services:

--Train services from Bangkok to northern destinations are suspended due to the tracks being flooded. The State Railway of Thailand (SRT) is offering full refunds on tickets for travelers who want to cancel their trips to destinations where train service is suspended.

--Train services to other parts of Thailand are operating as per normal.

Evacuation center at Rajamangala Stadium full

BANGKOK, 27 October 2011 (NNT) – The Sports Authority of Thailand (SAT) has reported that the flood shelter recently set up at Rajamangala Stadium is now fully occupied. Any additional evacuees will be sent to other shelters in Chon Buri and Saraburi.

Deputy Governor of the SAT Somkid Pinthong indicated that the sheltering center at Rajamangala Stadium at the moment already had more than 1,400 occupants out of its capacity of 1,500. Moreover, another batch of 30-50 evacuees from Don Mueang Airport as well as 30 more from elsewhere are expected to arrive soon.

Therefore, a decision has been made to not accept any more evacuees. From now on, flood victims in need of shelter will have to be passed on to two other sport facilities in Chon Buri and Saraburi provinces.

The occupants at Rajamangala Stadium have been living in the stadium area, athletes’ rooms and the medical science building. The shooting range has recently been opened as additional living space for the evacuees to provide them with more convenience.

Devastating floods have affected 9 million people in Thailand. I got an aerial view of the floods from a US Navy Seahawk helicopter this week. And as this picture shows (taken by me out the helo door), entire communities north of Bangkok have been flooded. Now flood waters creep slowly south toward Bangkok

Many have provided assistance to Thailand. I joined US business yesterday in a meeting with the Prime Minister to assure her that even as US business has contributed to relief efforts, they will also contribute to recovery efforts.

The US Navy ship Mustin has been in Thailand all week, working with Thai communities. US Seahawk helicopters are flying missions to provide flood information. The US Marine Humanitarian team continues to work with US civilian disaster experts to assist.

The US has donated boats, life vests, pumps, water purification and many more relief supplies. And I continue to hear from Americans, both those in Thailand and in America, who want to help flood victims. Our friendship has never mattered more to Thailand

Debate on BKK side now is over which method to use to drain water -- cutting up roads (engineers), putting pumps in canals (Dr Seri), etc./@terryfrd

Biggest obstacle to govt's initial plan, says Dr Seri, is water levels higher to East than they are BKK side (showed a photo at water gate)/@terryfrd

Water level differentials on both sides of Don Muang area explain why water has accumulated there, Dr Seri pointed out on Thai PBS./@terryfrd

Both experts said the situation on the other side of the river is much more difficult & and that seems obvious from evening newscasts/@terryfrd

Mahidol Univ orders evacuation of staff and students as water swamps nearby areas

BANGKOK, 27 October 2011 (NNT) – Mahidol University has issued a warning to staff and students at the Salaya Campus to evacuate the site immediately after nearby communities began to flood. The water level is expected to reach 1-2 meters.

Clinical Professor MD Piyasakol Sakolsatayadorn, President of Mahidol University, declared that all faculty members and students must leave the Salaya Campus facilities as quickly as possible. He pointed out that surrounding places, including Salaya Municipality and both the Old and the New Markets, had already been deluged by floodwater.

According to the university’s projection, the water might overflow the flood barrier set up around the campus and could become as deep as 1-2 meters in only a few days.

On this occasion, Mahidol University has prepared its campus in Kanchanaburi province to accommodate any staff members and students who cannot return to their homes. The shelter at the campus has a capacity of 600 persons.

Ministry of Energy to store up oil for 11 more days in case of emergency

BANGKOK, 27 October 2011 (NNT) – Energy Minister Pichai Naripthaphan stated that the current flood disaster has put Thailand in another critical time, forcing the preparation to reserve national energies.

Ministry of Energy has a plan to extend the period of oil storage from 18 days to 29 days, hoping to meet the demand during the time of crisis shared by Thailand and other countries. The plan is now during the build-up process joined by government and private sectors.

It is initially found that oil depots owned by the private sector still have potentials to store up more oil. So far, 276 gas stations nationwide have been affected by floods and 242 of them have closed down. Among them are 88 LPG gas stations, NGV gas stations and 18 gas filling plants.

Nevertheless, the Bangkok North power plant still continues its operation as usual with back-up plans prepared in case of emergency. It is confirmed that Thailand will not see oil and gas shortage but the shipping might be delayed due to some changes in delivery routes.
