Former irrigation chief Pramote on TNN 24, says of course big bag barrier will work. Water level above it going down every day.via@terryfrd

So its Seri against Pramote. Dr Seri apparently was on the spot with his measuring stick today, so I'll wait to see what he says.via@terryfrd

Dr Seri did a boat tour in the big bag barrier today. On Thai PBS he reiterated that an overflow will occur within 7 days. He said the area around the big bag is not benefitting from the reduction in water level above it. Barrier is distorting water flow./via@terryfrd

FROC Briefing 9 P.M., November 8, 2011

UPDATE : 8 November 2011

During its evening press briefing, the Flood Relief Operations Center summarized the government’s three phase recovery plan as detailed by the prime minister during a press conference earlier today. FROC Spokesperson Thongthong Chantrangsu then went on to say that in its ninth day, northern runoff reaching the capital is getting better.

In the East of the Chao Phraya River, the Bang Sue Canal is still doing a good job in preventing flood water from flowing further south. The Bangkok Metropolitan Administration is draining water from the Bang Sue and related canals as quickly as possible.

However, the water level in the Sansab Canal passing through Meenburi and Bangkapi districts is expected to continue to rise. Residents are warned to remain alert and follow developments closely.

As for the Bangchan Industrial Estate on Seri Thai Road, Thongthong said the area is seeing more water. The Defense Ministry has sent soldiers to re-enforce flood barriers around the estate while explaining to locals the need to protect the industrial estate.

In the West, residents along local canals should remain vigilant.

After reiterating the BMA’s evacuation orders, the FROC spokesperson said that the overall situation remains mainly unchanged from yesterday, which he said is a good sign.

Moving on to the topic of Rama 2 Road, Thongthong said flood water has reached the Southern railway tracks just north of Rama 2 Road. Officials expect the flood to overtake the railway tracks and start to affect traffic on Rama 2 soon. He stressed that officials are working hard to salvage highways 9 and 340 to be used as alternative routes.

The FROC spokesman said that Cabinet decided against announcing additional holidays, leaving government agencies and the private sector to allow flood-affected employees to take leave at their own discretion.

Exemption of toll way fees which originally expire on November 14 have been extended to November 20.

On the subject of the Loy Kratong Festival, which takes place this Thursday, Thongthong urged residents to be extra careful about lighting the candles on the kratongs as it could pose as a fire hazard during the flood situation.

He revealed that the nightly broadcast by FROC will cease for two days as Channel 11 broadcast Parliament’s debate on the draft budget bill.
