When a Thai earns income abroad that is not being taxed by another government and is repatriated back to Thailand, or in this case, paid directly to their Thai bank account while they are not in the country for the calendar year, is it subject to Thai income taxes?

yeah isn't it a prefunctory single payment which is calculated by a friendly tax officer/accountant based on the persons own records? i remember something of that kind when friends had bars and so on in samui back in the day.

If I recall correctly...

If a Thai resident receives income for service overseas that income is taxable in Thailand unless

a) it is protected by a double taxation agreement

b ) it is not paid by a Thai person or company, nor into a Thai bank account (possibly including repatriation...)

c) it is subject to tax in the country of payment.

So basically, if it would be ridiculously easy to hide the income, the Thai government oblige you to criminally do so.

I am not sure of the liability for tax of non-residents who repatriate money to Thailand, but I would guess that would not be taxable in Thailand. You might want to employ a professional on this topic, rather than relying on the speculation of anonymous strangers, though.

Not liable for local tax if not brought in the country in the year it was earned.

If non-resident is in Thailand less than 180 days a year then would not be liable for tax, if "non-resident' and here more than 180 days per year then liable for tax

WOOPS!

"So basically, if it would be ridiculously easy to hide the income, the Thai government oblige you to criminally do so."

should read "So basically, if it would be ridiculously easy to hide the income, the Thai government do not oblige you to criminally do so."

That could change the meaning a bit....
