If a foreigner was on a valid visa and living in an area that was suddenly submerged by a water barrier breaking, and that submerged area of Thailand was knocked out for a period of well over a month, how could any foreigner living there get to immigration to renew their visa? A: there is no immigration office, B: the roads are not operating. C; communications and electricity are sketchy. That said, what ethical reason is there to force an otherwise lawful foreigner into paying 20,000 baht maximum for happening to be in a flood zone once the flood is finished and immigration finally reopens?

I have talked to my local area immigration commissioner about this issue at Chang Wittana. The commissioner claims she is waiting for amnesty clearance from the government. If anyone else has similar tale to tell or questions about this sort of thing, please share.
