Anyone know where my in-laws can purchase some waterproof coating material in Phetchabun or near-by? Perhaps 30 gallons needed. Color unimportant.

I am afraid I can not give you specific shop addresses and what products they stock,but I am sure you will find what you require on the main road highway 21 between Tesco Lotus and Phetchabun hospital,failing that head up to Lom sak where there is numerous DIY shops on either side of the main road,you can't fail to miss the huge signs here,captain,jotun etc,etc.
