If someone with a EU passport comes to Thailand and wants to stay longer than the 30-day visa-exempt period, can he get a 60-day visa on arrival? Or is this only available at consulates abroad?

Only availeble at consulates abroad. He can only extend his entry if he has a Thai wife or child.

But If he doesn't have a visa and travels from Europe to Thailand without a ticket out of Thailand within 30 days, the airline can refuse to board him. They are required to check that people meet the entry requirements. Best is to apply for a tourist visa before leaving.

It's not about that. He will make a motorcycle tour and needs to have a TR visa in his passport in order to bring in his bike as a temporary import, it's a customs requirement. He said he would get the visa on arrival to save the time and trouble of getting it in advance, and I just wanted to check whether it's possible.

If his nationality is eligible for a visa exempt entry, he probably won't be eligible to get a visa on arrival.

As Mario2008 said, he should get a visa from a consulate. He should try to arrange that in a country he is traveling through prior to getting here.
