Thai Consulate Savannakhet - Opening Hours - Chinese New Year

Perhaps a silly question, but since one never knows: are thai consulates in neighbouring countries operating normally on 23/24 Jan,

particularly Savannakhet - Laos, considering it's Chinese New Year?

I know at first guess you would think there is no relation, but then again, one never knows in this region.

I cannot seem to find the answer elsewhere on the net (www.mfa.go.th doesn't load).

They are not Thai holidays (except this year in four southern provinces the 23 is) so it would not be by Thai rules closed. If a local holiday the Thai Consulate often will also be closed. MFA web site is extremely unreliable lately but often up at least part of workday(s) but really not there call as will be local issue.
