Details of compensation for Southern unrest victims clarified

SONGKHLA, 12 February 2012 (NNT) - Deputy Prime Minister and Minister of Interior Yongyuth Wichaidit, together with Justice Minister Pol Gen Pracha Promnog, attended a meeting of the committee tasked with overseeing compensation and rehabilitation for unrest victims in the southern border provinces.

According to the committee, rehabilitation strategies and guidelines for those who are affected by violence in the deep South have been concluded with aims to thoroughly restore the quality of life of all affected groups, reduce the use of violence and create sustainable harmony in the southern region.

Families of victims of the southern violence entitled to the compensation include deaths from the clashes at the Krue Se mosque and in Saba Yoi district, the riot control in Tak Bai and the incident at Ai Pa Yae Mosque. Those suffering human rights violations such as being forced to disappear, tortured or killed are also eligible.

The victims will each receive up to a 7.5 million baht compensation, the amount which is equal to what a victim of the recent political violence will receive.

The conclusion of this meeting will be forwarded to the cabinet for further consideration.

Bt7.5 million compensation scheme approved for victims of Deep South violence

SONGKHLA, Feb 12 - The committee to rehabilitate victims from violence in Southern border provinces on Sunday resolved to propose the government a Bt7.5 million compensation settlement for the families of each victim of the country’s southern violence, the same amount as given to victims of political violence.

Deputy Prime Minister/Interior Minister Yongyuth Vichaidit and Justice Minister Pol Gen Pracha Promnog and Southern Border Provinces Administration Centre secretary-general Tawee Sodsong informed a news conference of the decision after a meeting of the committee concluded that it will propose the compensation scheme to the cabinet on Feb 28 as more time is needed for the committee to look through the details.

The Bt7.5-million compensation is equivalent to an earlier approved amount by the government for families of Red Shirt supporters who died during the protests by the United Front for Democracy against Dictatorship (UDD).

Mr Yongyuth said the compensation scheme is categorised into four groups; the first one includes those killed or injured in Krue Seh and Saba Yoi incidents on April 28, 2004. The second group is victims of Tak Bai and Aipayae incidents.

The third group covers those affected in security operations including disappearances, torture and human rights violation while the victims of other general incidents are placed in the fourth group.

The interior minister added the compensation scheme is expected to be implemented within one or two months.

Regarding the deaths of security officials in the strife-torn southern border region, Mr Yongyuth said another committee will be set up to consider the case and will adhere to the same compensation standard as the victims.

More than 5,200 persons including local residents, soldiers, policemen, teachers, monks and suspected insurgents have been killed since the violence in Deep South erupted in 2004. (MCOT online news)

But considering the red shirts were the instigators and they are now part of the PT I would say a big NO to them.

They caused thousands of people to go unemployed for months and some to lose their job permanently. Are they going to give them money?

The problems in the south tend to get ignored. IMO it is a good thing for the gov't to take this step and to take responsibility. The south is not about the UDD.

Having been forced to evacuate our homes, after months of great stress and extreme danger, what consideration will the innocent residents, the "collateral damage" get? Answer? None. Seems it would have been wiser to take a bullet, to ensure the family's financial future! Leaves a very bitter taste in the mouth, you can be sure of that.

Let's now include all those innocents killed in the war on drugs, that should completely bankrupt the Treasury.

It would be interesting to know how many Thais insure their own life for B7.5 million - not many I would guess, and surely none of the intended recipients of this largesse. B7.5 million invested at 5%pa would give you a nice little B375,000 to live on without touching the capital. Instigators of the 2006 coup, which started the snowball rolling, were Red Shirts?

I don't think so.

Without the 2006 grab for power they couldn't achieve via an election, by elements of the current Opposition, there would have been no UDD/Red Shirts.

Taxpayers standing up to those coup people, makes them terrorists?

I don't think so.

Being anti-coup, is not synonymous with terrorism

In other words: the committee has concluded strategies and guidelines AND needs more time to look at the details. Suggests they didn't do any of the writing themselves, still need time to understand and proposing the scheme on the 28th of Feb may be tentative only. Well at least this year we can shift to 29th of Feb if need be
