PoorSucker
Try Sarasin, the "panasonic" shop across the street from Tesco. Also the Chinese guy with electric/music store very close from the ring road going towards Laemdin market, left side. notmyself
Do it yourself. Open it up (make sure it is not plugged in) Put a dot of oil on both brushes and turn manually a couple of times. If you can get access to the switch then clean the contact with white spirit. The salt air increases oxidisation. Reassemble and give it a go. If that doesn't work then chances are the coil is trashed and it will be cheaper to buy another one.
springroll
The electrical repair shop in Maenam across from the garden place near Dan auto. If it is repairable this guy can fix it! He has a very good reputation and speaks a bit of English
