when you pass the English test requirement for a settlement visa does it have a time limit for how long you can use it for?

It depends which company issues the certificate. If you refer to UK Border Agency's list of approved test providers:-

- you can see that some offer indefinite validity, others up to 2 years.

Edit:- further to the above, if you have a certificate which was issued before 18th July last year by a test provider that is no longer approved by UKBA, it would not be valid for use with a new settlement application.
