Not sure when they moved from the "new" office near the police-station in Sisaket City, but after asking around a little, and driving around to some wrong places, we finally got there. So for anyone who needs to go there, and read this post, will have a much easier time finding it than we had. Not sure yet, though, if this is open every day. For now at least I can say it is monday and friday. And I'm also not up to date on the office near Chong Sa-Ngam, in Phusing. Call them and ask what office is open the day you need their service.
