I have been extending my tourist visa on a regular basis for sometime now, and till I get on with the proceedings for a work permit,I will still need to extend my tourist visa again soon.

I would like to know how's the situation like with the embassy in Vientien now?In case they refuse to give me a double entry tourist visa, do I get at least one entry (60 days) or none at all?

What is the situation like in Cambodia? Do I get there one entry visa?

You may not get any visa in Vientiane (would have to use visa exempt for return) and PP is unlikely to issue more than single entry and even that can take up to a week. But it varies from person/to day/to moon position in the cosmos.
