I've seen plenty of 50+ Peter Pan's wandering around BKK and Pattaya, maybe one of those guys might be able to help you with a suggestion - if you can get them to calm down long enough to get any sense out of them.

Toys R Us in CentralWorld, 6th floor. Don't know if there is a Peter Pan costume, but definitely pirates, fairies, etc

There is an entire street just behind Pata Pinklao Store that specialises in fancy dress. Walk to the car park behind the store and there is your street. problem solved.

My sister went to a place called Tims Tailor on Sukhumvit 14, near the Asoke BTS across from Terminal 21. She thought it was a wonderful place. They seemed to do a lot of stuff besides the traditional dresses and trousers. I would take a picture of what you have in mind and your 10 year to be measured. There is a fabric place right around the corner so you can pick what what you want exactly. It would probably be cheaper to have custom made at this place then buying pre-made in a costum store. Just google Tims Tailor Bangkok and you should find it.
