Depends on the context, but generally speaking Thai verb anaphora like this, in isolation, have the connotation of "If you're gonna go, then go." Substitute 'we' or other pronoun for 'you' depending on the person(s) being referred to. In most cases X ก็ X phrases like this express a certain indifference on the part of the speaker. Context #2 = like Sabaijai mentioned, but usually it begins with another prefix "Ja" จะ or "Yak" อยาก จะไปก็ไป, อยากไปก็ไป Implies being annoyed, sarcastic. But when she who will not take no for an answer asks or makes a remark about going to the local casino my response is often ไปก็ไป (going..so go) with the implication that I don't want to waste my time on this topic any further as it will be to no avail.
