Laos visa is available at border and cost varies by nationality but about $35 for most.

The Consular Section of the Royal Thai Embassy in Vientiane is open from Monday to Friday. Visa application form could be submitted from 8.30-12.00 hours only. Visa applicants will receive their passport back in the afternoon of the following working day. Passport collection time is from 13.00-15.00 hours. Please be informed that the Consular Section is NOT located within the premise of the Embassy chancery at Kaysone Phomvihane Avenue.

yes you can get a visa on arival for laos at the bridge cost 35$ and extra 1$ after 4pm also may need a small photo.

you could fly into vientiene but those flights are quite expensive - cheaper to fly into udon thani with nok air or air asia and there's a shuttle bus service to the bridge/border.

basically you apply in the morning only and pick up the next day in the afternoon, also check to make sure they are open.

you can get a taxi from the border to the embassy which takes about 45 mins - tell the driver you want to get a thai visa and they will take you to the right one.
