Thai Police Clearance And Military Service (Usa)

I have a male Thai friend (don't ask why he's not asking here) who wants to migrate to the US. There's a problem at this time getting a police clearance, because they need evidence of military service or exemption from it. He hasn't done military service, nor has he reported for it, and is now 29 years old.

The US immigration people have no problem with him having dodged the draft, as long as that's the only problem with the police clearance.

The police department won't give him a police clearance without something from the military (Sor Dor 8 or Sor Dor 43 I believe). Apparently the military won't issue him with any sort of certificate at this time. Sorry for the lack of detail, but he's kinda vague. As far as I know, he's never reported for service, and so hasn't even been in the lottery.

From what I read here, if he waits a few months until he's 30, he can then report for service and get his exemption, after paying a small fine.

Can anyone confirm this and/or enlighten me as to what's required to get the police clearance in this situation, which is the end goal of all of this?

I believe it is even in the year that he turns 30.

Yes, he needs to register for the draft and will get fined for registering late. Because he is 30, he will than be placed in the army reserved on the lowest category. Meaning that only in the case of a full scale war he will be called to serve.

As Mario said, in the year he turns 30, he can report to the militarty conscription office at his local ampur and ask for his name to be registered.

After paying a small fine at the police office, he'll be registered and then deemed ineligible for active service, and will issue him with a certificate stating he has complied with his military duties.
