When my Non-Immigrant "O" Visa expires and I leave the country, is there a time limit prohibiting me from requesting another one? If so, how long do I need to stay out of LOS?

You can get one more entry and a 90 day out of your visa if make a border run and re-enter the country the day before your visa expires also.

I assume he does since OP said non-o expires instead of his stay.

Multiple entry "O"... looking at my first visa run at the end of this month (Nam Heuang Friendship Bridge north of Tha Li, north of Loei) and a return to the U.S. in February of 2013.

So your visa does not expire until February. You are not making a visa run now you are doing your first border run to cross the bridge and return getting another 90 day permit to stay. You can just cross the bridge a get visa on arrival, get stamped into Laos do a little duty free shopping if you desire and return to Thailand within minutes if you want to.

Info posted previously might allow you to change your travel plans for a new visa since you can do another border run just be your visa expires.
